GENERAL INFORMATION

The Italian Embassy in Dublin is responsible for issuing passports to Italian citizens residing in Ireland and duly registered with A.I.R.E.

Residents not yet enrolled can apply for a passport ONLY after uploading their AIRE application online (including complete and appropriate documentation) through the FAST.IT portal [clicca qui].

In order to avoid delays in passport issuance, it is advisable for the applicant to have an up-to-date marital status. Therefore, it is advisable to make sure that acts related to civil status events that did not occur in Italy (marriage, divorce, birth, etc.) have been previously submitted to the relevant Italian consular office or municipality.

SUBMISSION OF PASSPORT APPLICATION

The Passport Office receives only by appointment to be booked on the Prenot@Mi portal.

Due to the high number of applications, interested parties are encouraged to submit the application well in advance. The passport to be renewed must have a remaining validity of less than six months (excluding the case of damaged, stolen or lost passport)

PROCEDURES FOR EMERGENCY PASSPORT ISSUANCE

Exclusively in cases of proven and documented urgency, the passport may be issued without a reservation on the dedicated portal Prenot@Mi.

The interested party may request an emergency appointment at dublino.passaporti@esteri.it , anticipating the necessary documentation proving the urgency.

The urgency must be justified by:

– serious family or health reasons, certified by public or private facilities or competent authorities. If the urgency is justified by the need to assist the family member, the certificate must show this need. These documents must be written or translated into Italian or English. In addition, the applicant must present flight reservations or other travel documents at the counter;

– unavoidable business necessities, substantiated by a reasoned request signed by the person holding managerial positions (complete with name, role and telephone number of the person signing) and drafted on the employer’s letterhead. In addition, the applicant must present the flight reservation or other travel document at the counter.

Please note that the benefits of the emergency procedure for work and health reasons CANNOT in any way be extended to family members of the holder.

Please be advised that the following urgent/emergency proofs will NOT be considered valid:

– Medical certificates from which the medical condition of a direct family member is not clearly evident;

– Airline tickets or letters from relatives, acquaintances, etc., only;

– Evidence of urgent work commitments substantiated by messages received via email;

– Self-certifications by the applicant on urgent/emergency situations not substantiated by adequate supporting documentation;

– School trips.

Such a request cannot be made through the switchboard, but exclusively by e-mail. The e-mail should be addressed to the attention of the Head of the Consular office.

PASSPORT FEES

The one-time passport fee is €116.00 made by Debit Card directly at the offices through POS use at no additional cost to the user. Payment at the counter by cash will be allowed only in exceptional cases.

DOCUMENTATION TO BE SUBMITTED

  1. One recent passport photo in color – white background – standard ICAO 9303/ISO 19794-5 – 45mm x 35mm.
  2. Previous Italian passport, even if expired, or other identity document allowed for recognition of the applicant (Italian ID card, European driver’s license, other non-Italian passport).

NOTICE: In case of theft/loss of a valid passport, it is necessary to appear with a report issued by the competent police office.

PASSPORT FOR ADULT WITH MINOR CHILDREN

Nationals who are parents of minor children are hereby informed that as of June 14, 2023, it will no longer be necessary to present the other parent’s affidavit of consent for the purpose of issuing their identity document (passport and CIE), pursuant to Decree Law 69/2023.

Specifically, the amended Article 3-bis of L. 1185/1967 indicates that when there is a concrete and present danger that due to the move abroad this may evade the fulfillment of his or her obligations to the children, it will be possible for the other parent to apply for an inhibition on the issuance of the document.

The application may be filed with the competent judge at the ordinary court where the child has his or her habitual residence or, if the child is resident abroad, the court in whose district his or her AIRE registration municipality is located.

PASSPORT FOR MINORS OF AGE

In order to issue a passport to a minor, it is a prerequisite that the relevant birth certificate has been registered in Italy, or that an application for transcription of the birth certificate has been submitted to the consular office.

DOCUMENTATION TO BE SUBMITTED:

One recent color passport photo – white background – standard ICAO 9303/ISO 19794-5 – 45mm x 35mm. Form completed and signed by both parents  [clicca qui] Photocopy of both parents’ IDs.

NOTICE: If one of the parents is an EU citizen and is unable to attend, the parent in attendance must submit the above form in original with a handwritten signature attaching a copy of the other parent’s ID from which the signature can be seen.

If one of the parents is not an EU citizen, the signature must be notarized at this consular office or, at other consular district of residence/Italian police headquarters with jurisdiction in case of residence in Italy, or at Irish public official.

ORDER OF THE TUTELARY JUDGE

If a parent refuses to sign the affidavit, the applicant may initiate the procedure for authorization by the Giudice Tutelare who may exceptionally authorize the issuance of a passport or identity card. This procedure must be requested by means of a written application by the person concerned [clicca qui]stating the reasons for non-assent and the reasons why the refusal is considered pretextual or unjustified. The application must contain detailed information about the obligations imposed on parental authority and custody of the child; both social and psychological aspects will be taken into consideration in evaluating the request, with special emphasis about education and health coverage for the child. The request must also indicate the last address and telephone number(s) of the non-consenting parent so that direct contact can be made and the child’s place of residence.

The Guardianship Judge having made any and further inquiries, if he verifies that indeed the reasons for the other parent’s dissent are unjustified, by special reasoned order, may authorize the issuance of the ID.

This procedure is of an exceptional nature and voluntary jurisdiction, so it can be used only in case of absolute impossibility to obtain the act of assent required by law.

 

TRAVEL UNDER THE AGE OF 14 – DECLARATION OF ACCOMPANIMENT

A minor under the age of 14 may travel with his or her passport only accompanied by at least one parent or legal guardian. If both parents are unable to travel with the minor, the minor may be accompanied by another person of legal age by applying for an accompanying declaration.

The declaration of accompaniment is applicable only to Italian minors and only when they travel outside national borders (i.e., in the case of residence abroad, outside the borders of the country of residence) with a person other than the person exercising parental or guardianship responsibility. Therefore, it is not necessary if traveling with the exercisers of parental (mother or father) or guardianship responsibility.

The accompanying declaration must also be requested by the child’s parents when the child travels in the care of a transportation company (e.g., airline or shipping company).

However, before purchasing a ticket from the transportation company, it should be verified that the company agrees that the child under the age of 14 is traveling in their care.

A photocopy of the ID of the parents (or legal guardian), the accompanying person and the minor should be attached to the accompanying declaration.

The validity of the declaration is limited to one trip (to be understood as a round trip and/or return trip) outside the child’s country of residence with a specified destination.

The maximum period of validity of the declaration–within which the date of departure and the date of return must be included–is 6 months, without prejudice to the possibility for the competent office to grant a longer period in the case of a justified request (e.g., fostering of the child in a care or educational institution).

However, the validity of the declaration cannot exceed the expiration date of the minor’s passport.

A minor who has already turned 14 years of age may travel unaccompanied in accordance with the provisions of the current regulations on passports and equivalent identity/travel documents (Law No. 1185/1967).

NOTICE: The signature of the parent or guardian who is a citizen of a non-EU country must be notarized at the Passport Office of this Embassy or by an Irish public official.

The Passport Office may, however, require on its own evaluation, in the best interest of the child, the presence of the persons concerned.

Documentation to be submitted:

  4. Copy of the travel ticket if any.

IMPORTANT

It is recommended that the request be submitted well in advance of the child’s departure date.

The accompanying declaration can be picked up by a parent or guardian at the Passport Office of this Embassy during public opening hours.
