APPLICATION FOR FOREIGN NATIONALS (Non- Italian nationals)
The tax code is needed for carrying out financial transactions in Italy, like real estate transactions, inheritance, work, opening a bank account or enrolling in university.
It is also issued to non-Italian citizens. The service is free and is reserved for private citizens over the age of 18, exclusively resident in the Republic of Ireland.
For Northern Ireland residents please contact the Consulate General of Italy for Scotland and Northern Ireland in Edinburgh.
If you are moving to Italy in less then 30 days, you will need to ask the Tax code to the competent office of the Revenue Agency (Agenzia delle Entrate).
Requests for minors, or on behalf of third parties, or by the heir for a deceased family member must contain additional documents.
Companies must request the tax code in Italy at the office of the Revenue Agency competent for the territory in the place of registration/headquarters of the Company/Company in Italy.
You can request the release of an Italian tax code, if you have never had one before, or a certification of the existing one, for example for access to digital identity services.
The tax code does not expire and does not change due to a transfer abroad.
Please note that we issue plastic cards only for specific reasons.
FOREIGN CITIZENS WHO ARE NOT RESIDENT IN ITALY
A foreign citizen who is not resident in Italy must specifically delegate a person to submit the application form for the Codice Fiscale (fiscal/tax code) directly to the offices of the Agenzia delle Entrate located on Italian territory according to art. 1 of the implementing Ministerial Decree dated 17 maggio 2001, n. 281.

Students who require a Codice Fiscale for university pre-registration may obtain it automatically on the portal: UNIVERSITALY when they are making their pre-registration request.
The allocation of the Codice Fiscale will be completed: for non EU students at the Sportello Unico dell’Immigrazione or by the Questura when a residence permit is being requested; for EU students at the Agenzia delle Entrate, by submitting the form AA4/8.
Foreign citizens who require a Codice Fiscale to purchase a property or for other commercial/financial activities in Italy may delegate a representative to request the Codice Fiscale from the Agenzia delle Entrate on their behalf.
The Codice Fiscale is attributed to citizens of non EU Countries who wish to stay in Italy:
– by the Sportello unico per l’Immigrazione, located in every Prefettura which is competent to issue a nulla osta for the entry of foreign citizens who request a residence permit for dependent work or in the case of family reunion;
– by the Questura, office of the State Police, for foreign citizens who request other types of residence permits.
EU citizens who intend to stay in Italy may request the Codice Fiscale by submitting the form AA4/8 to a territorial office of the Agenzia delle Entrate. The request must be motivated and accompanied by a valid identity document (passport or identity card valid for expatriation)
Foreign citizens who require the Codice Fiscale for reasons of judicial proceedings in Italy may delegate their appointed solicitor to request for a Codice Fiscale at any office of the Agenzia delle Entrate; the addresses of the offices of the Agenzia delle Entrate are available on the website www.agenziaentrate.it.
They must complete the required form, must include a copy of the required documents and specify the reason for the request.
How can I apply for a Codice Fiscale?
Foreign citizens resident in Ireland may request a Codice Fiscale from this Embassy only if the Codice Fiscale is required for online procedures and/or if the foreigner in question is unable to delegate a person to request it from the Agenzia delle Entrate. They can apply by providing the following:
-Application form duly filled and signed with pen: application-form-tax-code-english
-Copy of a valid identity document, including the page with the photo and the signature.
-E-mail address and Irish phone number
-Copy of your birth certificate (translated to English or Italian if needed)
-Proof of address in the Republic of Ireland
–Reasons for the request shall be provided (e.g.: student, work, business, purchase/rent a property)
The application must be completed in all its parts, paying particular attention that the details (name, surname, date and place of birth) exactly match those in the passport/ID. Italian nationals, even in case of dual citizenship, must apply according to their Italian details.
If applying for a child,in addition to the passport of the child, applications must include a parent’s ID and either a copy of a birth certificate or part of an ID or passport that clearly states the names of the parents.

If you apply for a certificate only, it will be send to you by email in PDF format.
If you apply for a plastic card, you need to specify the specific reasons you need it and provide a pre-paid envelope with the application.
PLEASE NOTE: for a plastic card we cannot estimate a delivery time because the card is issued in Italy and it is sent to this Embassy by the Agenzia delle Entrate (it can take up to 2-3 months).
